District No. 2 looks into election procedures, names new clerk

May 9, 2017

Fire District No. 2.'s Prudential Committee members are investigating procedures used during its April 24 election.

Prudential Committee Chair Ralph Medeiros could not provide specifics about the concerns, but added that the committee is looking into it. It is currently unclear if the state is involved.

District No. 2 also instated a new clerk and treasurer. John Foster, who also serves District No. 1 in the same position, will take over.

Former clerk Joan Brennan, who serves as District No. 3’s clerk and treasurer, resigned.

In a statement, Brennan explained that she originally took the position to help bring District No. 2 up to par with financial policies and practices. The district required someone with experience in district operations, she said.

“Some of my ideas and thoughts were, as you can imagine, not well received," Brennan said. "As with any new venture, this process takes time and patience to foster for it to become successful. I honestly at this point in my life do not have the time, energy, nor patience to properly focus and dedicate my full attention to the District No. 2 community."

Brennan said she brought the district up to speed with reporting requirements and created a new, easy to follow financial structure for the district, but reached a point where she struggled to balance her role at District No. 2 with two full-time jobs and her family.
