Fall Town Meeting warrant begins to take shape

The Fall Town Meeting warrant is nearing completion, with around 15 articles potentially slated to appear on the warrant.

“There’s still some details that need to be filled in, but you can see we’re looking somewhere in the range of 15 articles for the Fall Town Meeting,” said Town Administrator Cody Haddad.

While a number of the warrants are set to be housekeeping measures, Town Meeting could also be voting on a bylaw created by the Dartmouth Tree Committee that would further protect the town’s trees.

According to Haddad, the tree committee tried to get the bylaw onto the Spring Town Meeting but weren’t able to due to “timelines.”

He said the tree committee has been working on the bylaw for “quite some time” and said he recently met with the committee to present a simpler version of the bylaw.

“We are going to help them fill in some holes, and we think we will be able to present a revised version of this that will be amendable and compliant with the law and all regulations,” Haddad said.

He added that this will “hopefully” make it possible for the bylaw to appear on the Fall Town Meeting warrant.

A new version of the bylaw will be presented at the Select Board’s next meeting, which is also the deadline to have the bylaw be included in the Fall Town Meeting.

Some proposed charter changes may also appear at the Fall Town Meeting, including whether to expand the membership of the Board of Assessors, Board of Health and Board of Public Works from three to five members. 

A separate warrant would ask whether to expand the Zoning Board of Appeals to five members, which is separate because it would be established by a general bylaw rather than a charter.

Other items that could appear at the Fall Town Meeting include a vote to increase elderly tax exemption from $500 to $1,000, how to appropriate $170,000 in Community Preservation Act funds and making some minor updates to the Council on Aging’s bylaw.
