A release of hazardous material has occurred at this location, which is a disposal site as defined by M.G.L. c. 21E, § 2 and the Massachusetts Contingency Plan, 310 CMR 40.0000. To evaluate the release, a Phase I Initial Site Investigation was
performed pursuant to 310 CMR 40.0480. As a result of this investigation, the site has been classified as Tier I pursuant to 310 CMR 40.0500. On September 30, 2022, the Commonwealth of Massachusetts c/o University of Massachusetts Dartmouth (the Owner) filed a Tier I Classification Submittal with the Department of Environmental Protection (MassDEP). The Town of Dartmouth, acting through the Board of Selectman, invites sealed bids for Garage Renovation to the Dartmouth Maintenance Garage, 1048 Allen Street, Dartmouth, MA in accordance with the contract documents prepared by Russo Barr Associates of Woburn, MA.
Filed Sub-Bids are due by 2:00 p.m., November 10, 2022, in the Office of the Board of Selectman, Town of Dartmouth, 400 Slocum Road, Dartmouth, Massachusetts 02747, at which time they will be publicly opened and read.
General Bids are due by 2:00 p.m., November 17, 2022, in the Office of the Board of Selectman, Town of Dartmouth, 400 Slocum Road, Dartmouth, Massachusetts 02747, at which time they will be publicly opened and read.
Bids are subject to Chapter 149, Sections 26 through 27D inclusive and Sections 44A through 44L inclusive. Sub-Bidders are to be DCAMM certified in Roofing and Electrical. General Bidders are to be DCAMM certified in General Construction.
A pre-bid conference is scheduled for November 1, 2022, at 10:00 a.m. at the Dartmouth Maintenance Garage, 1048 Allen Street, Dartmouth, MA 02747.
Documents will be available on 10/26/22 at 9AM at https://www.town.dartmouth.ma.us/bids Contractors can also contact Tim Lancaster by email email@example.com to request the documents. Hard copies of the Bidding Documents for the work will be available for pick-up at Russo Barr Associates, 55 Sixth Road, Woburn, MA 01801. Hard copies will be available upon the refundable fee of $200.00 payable to Russo Barr Associates starting on October 26, 2022, at 9:00 AM. A non-refundable fee of $65.00 paid in advance will be charged per set of Contract Documents should such be mailed. There is no charge for an electronic set of plans and specifications. Bidders interested in receiving an electronic set (PDF) of the plans and specifications must send a request in writing to David Sacco at the following email address firstname.lastname@example.org.
The bid must be filled out and signed as directed therein, sealed in an envelope addressed to the Office of the Board of Selectman, Town of Dartmouth, 400 Slocum Road, Dartmouth, Massachusetts 02747, endorsed with the name and address of the bidder, and clearly marked as follows: “Bid: Garage Renovation Project to the Dartmouth Maintenance Garage”. Due: “General Bids 2:00 p.m., November 17, 2022”. The bid response shall include the required bid deposit.

A release of oil and/or hazardous materials has occurred at this location, which is a disposal site as defined by M.G.L. c. 21E, § 2 and the Massachusetts Contingency Plan, 310 CMR 40.0000. On October 14, 2022, Mr. James Szala and Mr. Robert Szala, recorded with the Bristol South County Registry of Deeds a Notice of Activity And Use Limitation on the disposal site, pursuant to 310 CMR 40.1070 through 40.1080.
The Notice of Activity And Use Limitation will limit the following site activities and uses on a portion of the above property:
Residential use of the AUL area is explicitly prohibited;
Activities and/or uses which are likely to involve the disturbance of soil in the AUL area without prior development of a RAM Plan and a Health and Safety Plan in accordance with Obligations (i) and (ii) of Paragraph 3; and
Relocation of soil in the AUL area unless an LSP renders an Opinion which states that such relocation is consistent with maintaining a condition of No Significant Risk and is consistent with 310 CMR 40.0000.
