Planning Board denies year extension for Village at Cedar Dell

The Dartmouth Planning Board has ruled that those responsible for the Village at Cedar Dell must install missing drainage and move on with completion of the road within the next three months.

At its Monday night meeting, the Planning Board denied Attorney Gregory Koldys’ request on behalf of applicant Peter Rochford for a one-year extension to complete the process of finishing Cedar Dell Road. It was recently discovered that “cellar drains” had never been installed despite being part of the engineering plans, and the last topcoat of pavement has not been completed as a result.

“I’m very frustrated by the amount of times this subdivision has been before us,” said Planning Board member John V. Sousa. “It’s very frustrating for me to sit here time and time again. This isn’t rocket science. Let’s just get it done in an appropriate time. This project is constantly trying to skirt the process. Quite frankly, I’m getting frustrated with it.”

Instead of accepting the proposed year to complete the addition of drainage and the road, Sousa suggested the three months with the stipulation that if the drainage was added, another nine months could be granted to complete the topcoat of the road.

“It’s been years. I think (the current residences) have been in there for 10 years,” said Sousa. “Not that this developer has owned it for 10 years. (The residents) don’t have an accepted street yet.”

“If the (Department of Public Works) thinks it’s a good idea to put drainage in, it’s probably a good idea,” said board member Joseph Toomey. “Dartmouth is very wet.”

According to Town Planner John Hansen, there are seven total lots in the subdivision off Fisher Road, four of which he believed to be vacant.

A motion made by the board to have proper drainage put in by October 1 was unanimously approved.
