Select Board calls for members on new Sign Bylaw Committee

A recently proposed signing bylaw was intended to establish regulations on bright signage in town, but when the bylaw was presented to Town Meeting members in early June, voters were left baffled and voted against it.

At Monday night's meeting of the Select Board, members said the group is trying a new approach by forming a committee to take an objective look at the bylaw and tease out the problem areas that caused confusion during Town Meeting.

“I have contacted the owners of the sign companies in town, business owners, inspection services personnel and I would like residents to offer their time to help us through this and to get a sound, crystal clear sign bylaw,” said Select Board member Stanley Mickelson.

Business owners or citizens who are interested in working on the bylaw should contact members of the Select Board to join the new committee.

The original intent of the bylaw was to regulate bright signs in town that contribute to light pollution and could become a possible distraction to drivers at night. There are no laws regulating light, so the Select Board put forth the lighting bylaw in an attempt to create standards for store owners.

The bylaw was added to the spring Town Meeting warrant, but on the day of the meeting, voters were met with a series of amendments that would add language to the law. Some of that language was deemed contradictory.

This raised concerns that the language of law was incomplete and, after 40 minutes of discussion, voters did not pass the bylaw.

“I think it was all there, or very close to being there,” said Town Administrator David Cressman of the bylaw. “Hopefully everyone can get on the same page between now and when the articles are submitted for the [fall] Town Meeting warrant.”
