Town meeting to cover recreational marijuana, open space, and affordable housing

This fall’s town meeting could bring new open spaces, affordable housing, and zoning for recreational marijuana businesses. At their September 24 meeting, the Select Board voted unanimously to approve all but one of the articles for the upcoming town meeting and signed the warrant, making it official. Here are some of the most notable articles.

Recreational marijuana. The Planning Board is proposing a recreational marijuana bylaw which would restrict businesses selling non-medical marijuana to a specific district in North Dartmouth along Faunce Corner Road and the northern border of the town and require approval by the planning board.

Community Preservation Projects. The Community Preservation Committee presented two projects. These warrant articles are requests for money from the Community Preservation funds, which are raised through a one percent surcharge on property taxes and may only be used for certain purposes.

The first is a request for $400,000 of this fund to purchase a 57.8 acre parcel of land on High Hill Rd to be preserved as open space and walking trails. The project, called the High Hill Greenway Link, would connect other open spaces. The town has applied for a grant that could reduce the cost to $168,000.

The second Community Preservation Fund request is for $500,000 for the Mendes-Monteiro House Project, which would provide eight new units of affordable housing for older adults who receive services from the Department of Mental Health. The housing would be built on Anderson Way.

Town Clerk Fees. The Town Clerk is putting her fees into law. There are also some price increases, although Dartmouth prices are lower than those in other towns.

Capital Plan. The Select Board also voted to approve the capital plan, which includes funding for Memorial Stadium, the traditional 1.4 police cruisers,  improved equipment for the Department of Public Works, and improvements for DCTV’s studio.

Solar Farming. The Select Board voted unanimously not to approve the solar farming on cranberry bogs bylaw. The people who proposed the bylaw are expected to withdraw it at town meeting.

Town meeting warrants will go to print in the coming days, and the warrant should be posted online by the end of the week. Town meeting will take place on October 16.
