Notice is hereby given that a meeting will be held in accordance with the provisions of the Dartmouth Wetlands Protection Bylaw and M.G.L., Ch. 131, §40, the Wetlands Protection Act, on the Notice of Intent from Northstar Learning Center c/o Richard Rheaume who proposes to make improvements on an existing detention basin within the 100-ft Buffer Zone to a Bordering Vegetated Wetland and along the edge of the Bordering Vegetated Wetland itself on land described as Map 84, Lot 8-10 or 267 Samuel Barnet Blvd. The Conservation Commission voted in a Public Meeting to continue meeting virtually (via a Zoom Link) in accordance with the Governor’s 2023 extension of the virtual/hybrid open meeting option through March 31, 2025. The meeting will begin at 7:00 p.m., on Tuesday August 27, 2024. The hearing concerns an application for a Special Permit for a proposed 2-Unit Residential Apartment Building and Hair Salon located at 413 State Road, Dartmouth, Massachusetts (Assessor’s Map 166 Lot 134) brought forth by Peter Cruz on behalf of BRB, LLC. The proposed project is being reviewed under both Special Permit and Site Plan Review applications. There are three operator stations for the proposed hair salon. Per Article 24 of the Dartmouth Zoning By-Law, hair salons require 3 parking spaces per operator station. Per Article 18 of the Dartmouth Zoning By-Law, the 2-unit residential apartments would require 4 parking spaces, totaling a requirement of 13 parking spaces. There are 9 total proposed parking spaces. Therefore, the applicant’s special permit is for a reduction in the required parking spaces. CAB Engineering Solutions, Inc. prepared the application.
